Sealing running lights

While checking over my camper, i found a couple of the running lights out. When i went to remove the lens, i found the lens heavily covered with clear(ish) sealant. It was a pain to remove, an when the lens was off, the screws were badly rusted.
Is this a normal technique? If i remember correctly (not likely), my last camper had a type of tape wrapped around the seam, not sealant. Any thoughts?

It’s common to have rv sealant around the top and sides of these lenses. The bottom is generally not sealed because the water doesn’t travel up. My new trailer has some with sealant and some without.
