Window metal openings

If I look at the bottom of each window there is a little metal tab bent in, that looks like it would allow airflow/bugs/dirt etc. Was this suppose to be caulked from the factory? Does this make sense what I'm asking? There are like 2 spot in each window..

It allows water to drain out if too much rain leaks around the window seals. Most residential windows have the same drip holes for the same reason.
