One of two locations: 1) Many on the backside of the water heater, access maybe in cabinet, or pull drawer(s); (in this case maybe two valves, or three); 2) on my Class-c, my single 3-port diverter valve is in outside compartment w/ the water pump. Luck
Step 1. Locate the water heater access door outside the trailer.
Step 2. Go inside the trailer to the same location, and investigate. Some are well disguised, others not so much.
A wise idea would be to locate and download your particular owners manual online if you do not have one.

The owners manual is kind of generic for all models of a given year and likely won't have location of the bypass. My experience has been that as already mentioned, find the inside panel adjacent to the outside water heater. There will be a panel held on by screws. Remove. Then you will see a blue pex and a red. The blue is the goes into the water heater hose and there will likely be a pex between the blue and red with a valve in the middle. Turn the valve, usually a quarter turn, to shut off the water to the heater. Drain the water heater, of course, after the water has cooled.
