Luke warm water after de-winterizing

I have luke warm water after I de-witnerized. I didn't have any issues with either the electric or gas water heater prior to winterizing. I do not see any leaks and water pressure seems normal. I have tried both water heaters and still no luck. Any advise is appreciated. Thanks!

Do you have all the winterizing valves turned correctly?

Check that both hot/cold vales closed on outside shower or water will mix to Luke warm.

Petty sure. The valve on the winterization hose is closed and all the other valves are open. Two valves from the water heater are open, which is blazing hot to the touch, and one more valve from the water tank is open.

If you have 3 valves ,make sure the one that goes from the cold to the hot is closed. If it is open then cold water will mix with the hot to get you warm water.
Easy to check is the 3 valves will ALL be vertical Or ALL be horizontal.
