I agree need a better picture. On mine the 3 way valve on the left would be in the bypass or would pull from the antifreeze jug. The other valves look correct from what is available in the photo. My Cruiser has a 2 valve bypass but the Salem I traded in had a 3 valve bypass instead of a check valve on the water heater outlet.

Loos like the valve in the upper left is the winterizing valve . And the other 2 look in the correct position .

If you are following this post you need to either post a better picture of the HWH and related plumbing, or let us, who have tried to help, know that you have solved the problem...
