Popping Bolts underneath Trailer

I have noticed several large washers on the ground the hold the plastic underbelly on the trailer. I have always found a broken head for the bolt next to them. I am assuming that they are over torquing the bolts and when I move the trailer the extra stress of backing up etc causes them to break. Anyone else have this problem. It is either weak bolts or over torquing. I am going to try and go around and loosen some a little. I am starting to think the people working on these trailers take no pride in their work.

I believe it's over torquing. They do the same to the screws also. I'd think twice about loosening the bolts. If they are over torqued, when you go to loosen them you just might snap the heads off. You could drill out the broken bolts and try to reinsert a new one. Good luck.
