Battery Status Indicator

Requesting information on the battery status indicator. Batteries checked with a meter shows 12 volts. Push the button on control panel shows only shows 2 red illuminated. Plugged into shore power and then push status button all red lights illuminated. After an hour or so disconnect from shore power and then check status lights when button is pushed only have 2 red indicator lights illuminated. Same if generator is used. Is there a controller or device t that detects battery voltage? Looking for information before I start tearing into.
Thanks for the assistance.

12.0v=25% charge; 12.2v is 50% charge and the lowest you should discharge to prevent damage that shortens battery life; 12.4vdc= 75% charge; 100% charge- 12.7vdc. You might charge high charge 1-2 hrs before battery gets too hot and charge voltage needs to be reduced to prevent boiling cells dry; smart chargers will float back and forth to charge faster. You might get to 90% in 3-4 hrs, but might take 4-24hrs to get 100%. I uploaded a PDF Chart in DOCUMENTS section of this page. Hydrometer can be more accurate than a cheap digital voltmeter, if used properly.
