City water is back flowing into fresh water tank

2015 Rushmore. City water is back flowing into fresh water tank filling the tank. What is causing this? How do you stop it?

Is your pump running? Shouldnt there be a check valve there somewhere?

Pump not running. If I disconnect to city water and run pump for a few minutes then connect city water problem stops for a few hours. Cannot locate check valve. Had several other campers look at it with a lot more knowledge than me and they could not locate one.
