I purchased a new ST31QB '09in December. I have noticed many small spots of rust on the I beams, as well as the steps and the A-frame in the front. Should I be concerned?

Should I:

1. Do nothing, this is normal.

2. Clean and throw another coat of black paint on those metal surfaces.

3. Sand it all down, then re-paint

Option 3 will cost me a ton of free time, which I have little of. Option 2 is more do-able, but my understanding is that painting over rust never really helps the problem, have to sand it first? Am I expected to do these things every 1-2 years then?

The spots are very small and suferficial, I just dont know if I should worry about them getting worse over time. I hope to use and tow this trailer for 10+ years.

Don't worry about it, its normal. If you look under a brand new car you will see rust in certain areas as well.

There is a spray paint available that will block or arrest the rust I would wire brush it spray on the rust primer and then a black paint
