As I recall, you do. I did mine a few years back and the blade and seal are accessed from the underside. I don't remember if there were any issues to note so it must have been a pretty straightforward repair.
Do I have to remove the toilet to replace the blade seal. I know someone out there has done this project.

Go on "You Tube" and type in RV toilet seal replacement there are several videos that walk you through the procedure...I always thought it easier to do it myself once I have seen it done...
