Does anyone know, does the tow vehicle supply a 12 volt feed to the trailer while under tow?

They all do if they are wired correctly.

If you have the factory tow package, and the fuse is in place. In some cases the person doing the PDI on your truck dose not know to plug in this fuse, or it is easy to forget

Duhhhh,,,,the fuse in the truck is what you are talking about.
I will check that next.
Does a Chevy silverado 1500HD have to be running to be sending a 12 volt supply to the RV battery to charge? I read where someone thought it did.

The fuse is in the main fuse box in the engine bay. Take off the cover, and on the bottom inside of the cover the should be a diagram and label where the fuse is place. If it is not there it will be in your owners manual

Found it,,,,and guess what. There is a dummy fuse in its place. It says it takes a 40 amp.
No wonder I was having problems with not being able to charge the battery while under tow....
This should help a lot with our upcoming trip with several days of dry camping lined up.

Must own a Chevy - on my 2005 Silverado I had to install the fuse - on the 2011 it was already installed. I keep extra fuses - have not blown one yet. Have blown the fuse on the fifth wheel front legs when the batteries were low.

Yup, Chevy,
I feel like a idiot for assuming the truck was ready to tow from the dealer.

I guess that is what happens when your use to Fords!
