I can pull mine down where the small arm meets the big arm but it just springs back up if I let go. You can't push it up .

You can pull down on the arm when it's extended but it just springs back up straight. And it can't be pushed up. I see yours over the slide and I'm not sure why mine doesn't have the extra pivot...
