Check the 7 way plug on the camper. Sometimes with a used camper it may have been changed and not wired correctly.

Disconnect the battery and see if it still blows...

Disconnect the battery and see if it still blows the fuse. Could be the battery is connected wrong or if someone changed the trailer plug on the trailer they may have wired it wrong.
