Ok so this is off topic...my son just bought an old,old used camper... when plugged in to power, his meter reads 60 volts from frame to dirt(ground)...any ideas?...looks like the previous owner connected neutral to hot and hot to neutral at the breaker box, but when reversed nothing works...

Not sure what the issue is but you might try turning off the breakers one at a time to isolate a bad circuit. Once found you can isolate it further by analyzing whatever is on that circuit.
