We have only had this camper 2 weeks and maybe I'm blind but I don't see a bypass valve anywhere around the water heater and I didn't find one inside which is where I was told it might be.,
Are there some campers that don't have them installed?
I did see bypass kits that can be installed at Camping World.
The valves should be located on the backside of the water heater. Note the location of the water heater then go inside and look for a panel in that location. Will probably have screws in each corner of panel. It could be inside a cabinet and you have to remove a cabinet wall to access the valves, thats how mine is..

My panel is located on the floor on the passenger site under the cabinets between the fridge and the bunk beds. Inside that panel will be your water pump and water heater. Mine came with the bypass kit and the valves are right there when you unscrew the panel.
I found them, from what I understand there should be 3 valves.
I could only see two but I'm sure I'll find the other once I take the drawers out tomorrow when I winterize it.
You may only have two valves, one to bypass between the hot and cold lines and one to shutoff cold water going into the tank. Many units have a check valve fitting on the hot water discharge port, so nothing has to be done with it.

My 28BH has the hot water tank under the wardrobe in the bedroom. Screws on all four corners of the panel. The 2 valve by-pass is on the left side of the heater. Heater tank drain is on the outside of the trailer behind the removable panel.
I also found the bypass for the fresh water tank under the oven so you can use the hose that's in there to pull in the antifreeze straight from the bottle.
