When I first got my 5th wheel, I couldn't lock up the brakes either. They would slow me down, but not lock up on my gravel drive like my old trailer. Found out that the electrical connections at each wheel were corroded. Dealer re-did the connectors, and have not had a problem since. Just saying it may be electrical, not mechanical.
