Yep! DO NOT mount anything to the bumper!!!
Add a hitch from frame to frame to use a receiver type rack or get the tongue mounted rack over the LP bottles, but do not add it to the flimsy bumper if you want the bikes to arrive the same spot as you, regardless of added supports to the bumper.
Those added supports typically reinforce the welds not out in the center where the bike rack would be mounted.
Search most any forum & you'll find lots examples, several with pictures of what's left of the bumper, of why not to use the bumpers to strap anything to.

Well I agree mounting a receiver to the frame is probably the best option. But we’ll have to agree to disagree about the Mount n lock brackets. I have had mine on since 2016 and I have kept a close eye on the bumper and I will have to disagree because I think they support the rear bumper to carry things on safety. Now I do agree that a bike rack that is bouncing would be a different story and would need to be secured to keep it from bouncing. I no longer carry a bike in the back; but I carry my beach fishing cart and coolers. Also to the left I made a bracket to help support my wife’s kayak but it’s also strapped to the ladder.

Well my father has lost 2 sets of bikes due to bad bumper clamp style mounts.
-finally I built him a frame mount and welded the receiver to it and now he can safely carry his bikes on back of RV.
Don't trust your expensive bikes to cheap bumpers.

Did he have the mount-n-lock supports?

I am not sure about the 400 lbs. In fact he stated that it adds 400 lbs to the bumper tube thus implies you can carry more than 400 lbs. His bracket could possibly handle the 400 lbs but I suspect most frames on trailers can not.
I have a cruiser 5th wheel that has the factory installed 2 inch receiver hitch. It clearly states on the hitch that the hitch weight limit is 300 lbs.
400 lbs is getting close to what many 1/2 ton pickups would have without a weight distributing hitch.

Crack the Whip
Ever play that game on a skating rink? or in a Roller Blade Arcade? If so you must be in your 60's, as it was outlawed in the 1960's as to many people were seriously hurt. When the line of skaters does that sharp turn the speed of each subsequent skater back from the leader increases. The final or last skater is out of control usually and traveling at a great speed. Something like the bike rack on the back of your 25 foot trailer + tow vehicle, bouncing down the highway over ever bump on the road.
The weight of the bikes on the rack, mounted on the rear bumper is putting lots of "Torque" twisting force on the bumper, far exceeding the 400 lb claim that the bumper can carry.
The bumper fails, falls off along with all the bikes and the guy behind you cant avoid them and runs over them, the least problem, swerves and crashes, bigger problem, someone is killed really large problem, of course not for you as you are merrily driving down the highway oblivious to the mayhem behind you, until you stop and notice your bikes are missing.
Just watch as you drive the highways, you will see many, many RVers with bike racks mounted on bumpers and in most cases they are bouncing like no tomorrow.
Best of Luck

Personally i would not trust the bumper add on brackets. I know many have them and have had no problems but it just takes one time to ruin someones life. I have a receiver welded to the frame on my cruiser same as my last few campers. When you have a choice go with the strongest thing you can.

there are some that mount on the front of the trailer above the gas tanks. They look like they would ride better.

Been a while since I posted my pic of my solution, but if you put the words "bike rack" into the search bar , you will see all previous answers. Here is a pic of my eyescrews into the meat of the corners and rachet straps to stop all bouncing of the bikes. 8 yrs and bikes and bumper are perfect.

If that works it's great!
But so others may know on some RVs that "meat of the corners" may be lunch meat or Spam (translation: lightweight hollow aluminum) & won't hold too much tension from those straps before pulling out.
