DeWinterize/water Help

I had some questions about the valves. I learned the newbie way that the water heater has a bypass. My question is the water pump itself. There is the suction line but I am unsure of the other valves. Should it be closed when I use city water or does it not matter? I have only used the city water but need to ensure the water pump works.

So I would fill the fresh tank and then what (besides turning on the water pump). Also I have found three pipes underneath. Two of which are the low point drains one be hot and one cold, but what of the other one? The hot and cold have caps but this other one does not. If anyone has the same set up pictures would be very appreciated.

Frank. the valve positions are the same for pump or city water operation. the suction line is for winterizing and must be closed. perpindicular to the line. The cold water to the hot water heater must be open. In line with line. and the bypass must be closed. perpindicular. As for the drains that third tube is your fresh water tank drain and you need to cap it before filling the fresh water tank or it will just poor back onto the ground
