wrap piece on sunset trail superlite 250rb

We just purchased a sunset trail 250rb and it has lower wrap piece (brown aluminum). When we were doing the inspection prior to signing all the paperwork I noticed that there was a 4 inch gap between the front molding and the aluminum wrap piece. From looking at models and pictures it looks like this piece should be secured under the molding...The seams on this piece are also buckled. At first I thought it had been damaged or broken off but they said it was just a bad cut. Can anyone tell me if that piece should be secured under the molding? It would seem if not that wind would get under it while on the road and possibly cause it to tear off.... the same would seem to be possible with the seams.
