antenna

HI, was looking for help on my antenna, it will not go up, tried turning handle it went about a turn, but noticed that the spring just above the handle is missing, which leaves me to the thought , that could be reason.

With this I noticed that the plate is down , which I seen in diagram you pull down to rotate antenna , thus the plate is already down.
Got a hold of local part place to get it, do I just take handle off and slide spring on or is there a process? Noticed is part diagram there is a bushing nearby but don't know idf needed?
