I would start by inspecting all the joints and pins and then giving them a little lube.
Have you tried "helping" it slightly? You may have a bent arm that is causing it to bind slightly. It also possible that you may need a new strut.
Don't force it in case something is really damaged. However, you should be able to feel something binding on the arm that is slow to extend.
If nothing is apparent, I'd look to replace the strut arm.
