I belive the trailer brakes are intended to help slow you down so you can keep control of the stop, they are not intended nor designed to bring you to a dead stop. A good test is to get in a gravel lot, roll a bout 5 mph and slide the manualbar all of the way over. If the tires come to a dead stop andyou drag them they are adjusted to heavy. They need to be adjusted to the point where you can feel the pull to stop but the tires dont lock up. In my humble opinion. Also this also gives you some practice, so to speak, to get the feel and thought into your nogginonwhat one needs to do in an emergancey situation.
