When I was much younger we used to water ski behind a 33 Evinrude. It had shear pins on the prop and we would typically shear 3 or 4 everytime we went out. We kept a cooper rod and a hax saw. We just made cut them from the rod as we needed them.

I definetly would not drill it out and put a larger pin or bolt. It is intended to be the weak link as others have mentioned. You want the pin to break so nothing of any value breaks.

If you have never replaced one of the pins before, it's not as easy as removing the old in inserting the new.
You need both sizes, as the 3/32" pin goes inside of the 5/32" pin. Found this out when removing the broken one.
Additionally, the hole on the coupler is not exactly centered, so you have ensure you are putting the pin from the correct side.
Lastly, while tapping the 3/32" pin in, you need something to stop the 5/32" pin from coming out the other side.
Long story short, it's fixed. and I have plenty of spare pins in both sizes.

Was there two pins (one inside the other) in the original setup?
Normally you don't see them doubled like that.
