Your picture needs to be hosted on a web site like Google Picasa Web Albums. Once you have the URL to the picture you can paste that link in your forum post between [ IMG ]yourpicture.jpg[ /IMG ].
Do not use any spaces between the [ and IMG.
Also make sure that "Enable BBcodes to format post" is checked below your reply box.
