Just a suggestion , try another tow vehicle and see if the trailer works correctly.

I have the same observation with my 2008 Ford F250 I to have it set to 10 also and had my ford dealer check the brake system and was ok then took it where I got the trailer and they check it will good. I ask them how they check the brakes. "We stepped on the brake and we could hear sound coming the brake" Good Job! I pick up the trailer and took to a trailer repair service center. The brakes adjusted correctly and now I now I have it set to 6.

Does the F-150 have another setting in the pcm to set heavy duty or lite duty? Ram has that then the controler setting.

SF32RL dom Mar.,2013 Needed "Grounding."
Even to tow charge trailer battery have had to add "Ground" wire{s}.
Have added a 4awg "grounding"wire while towing. (Was half of an old Jumper Cable set.
Axle grounds ranged from infinity to best 900 ohms; now o.o1 ohm w/ grounging added. True axle brake magnets shouldn't have needed axle gounds. Improved Trailer Ground to Tow Ground was very much 'required' on our unit.
