That's a good point. If your goal is to keep the heat down inside, air circulation is the easiest/cheapest way to go.
On our last toy hauler we installed Maxxair vent covers over the front and rear vents. On the front one I spent the extra $$$ to get the one with the fan. Mmmmm. That was worth its weight in gold. When we camped in the summer I'd put that fan on low and it would drop the temps so nicely in the front sleeper.
The fans can be set to suck or blow, which is nice.
Since they cover your crank-up vents, you can just leave your vents open all the time and you won't have to worry about rain. They create a great front-to-back cross ventilation while you drive too.
We only closed the vents when it was sub-freezing outside.
