Switch on the left with an S under it has to be in the on position to let the two switches on the right actually be able to turn on the individual scare lights....

The switch that doesn't seem to do anything might...

The switch that doesn't seem to do anything might be for the scare lights.

On mine, that requires turning on another switch to make them come on.
