Usually they are held on by a metal strip with self tapping screws. You don't have to remove the whole thing. Open it just enough so you can see in there to tell if there is problem.

It's very possible the fill hose is kinked. How tough would it be to open the bottom in the area of the tank fill and check it?
Or maybe the vent tube is kinked or plugged.
