It sounds to me like you should be able to see the indicator either way but it would be more convenient to view it from the front. Maybe it was installed that way to prevent the glass...

Thanks. The tank that shows empty is in fact full. I disconnected it after opening and closing the valve, then reconnected it after verifying that it was full. It still shows red on that...
