No it will not effect how much heat gets to your tanks. The under belly is heated by the heat ducts when you use the propane heater. Any other holes around pipes and water lines is just leaking air...

I used expanding foam on every crack and hole I found on our PP. Sealed all the holes where water or drain lines went through the floor or walls.
