Jerry,I called Swan Manufacturing. They read the installation instructions to me over the phone. The nozzle is to be installed no more than 2" from the top of the tank.

Jerry,It would be interesting to see what the flush manufacturer recommends for a nozzle location. The tank drain may be just an easy way out for the installer.
