While re- tightening my suspension bolts I found that the GAS pipe / fitting for the BBQ which comes out to the left of the stairway was installed an inch too far forward, jamming the gas pipe and the gas fitting up against a metal support bracket for the stairs, and as a result the gas safety shutoff was jammed in the open position. Removed the self tapping bolt and drilled a new pilot hole in the frame an inch to the rear and all works well now.

I would have attached pictures but dammed if I know how.

BUT my main issue is the apparent lack of quality control - this was simple but it could have been a disaster if the gas push fitting ( I forget the name for those fittings) had failed.
