Propane hot water heater

The flame appears to be on low and doesnt engage any hotter. Also slightly smoking.

Shut it off and blow out the burner with compressed air. Sounds like you have a blockage. You may also need to blow out the orifice. Spiders love propane.

Correct, that spider web will change the air/propane mixture ...and make it smoke...
