As stated before check the bypass valve and if that is not it then the check valve is probably bad.
To access the check valve remove the hot water line - the upper one - and there will be a brass fitting there that is the check valve. It will be in there very tight so it may take a good bit to turn it. In my experience when they come apart it will block the outlet/hot water. Had to take one out while camping and could not get one locally so after removing the insides reinstalled it and was able to have hot water. Ordered a new one when we got home.
